In order to qualify for the Quebec Tax Exemption, Canadians must have been living out of Canada for a period of time and should request to establish a non-resident status by calling the International Tax Services at 1-800-267-5177.
When status is confirmed and they qualify for the Quebec Tax Holiday, they only need to complete the necessary forms that may be downloaded from the Education Quebec website.
